Biography of Ziaulhaq Amarkhil, State Minister for Parliamentary Affairs

 

Mr. Ziaulhaq Amarkhil was born in the house of Alhaj Sardar Amarkhil in 1982 at Borsana village in the capital of Bamyan province.

Primary and Secondary Education

Amarkhil pursued his primary education in Osama bin Zayed School in Khyber Pakhtunkhwa and graduated from Imam Abu Hanifa Mahad in Peshawar. He also studied Computer Science at Brenz College there.  

Higher Education

Mr. Amarkhil started his higher education in Arabic Literature at Fahd Al-Marzuq University, a branch of Islamic International University Islamabad in Khyber Pakhtunkhwa. He was in his last semester when US-led NATO forces entered Afghanistan and things changed. As this university merged with Nangarhar University in 2003, most of the students who were Afghans continued their education at Nangarhar University. Amarkhil, after a gap of two years, studied the last semester of the faculty at Nangarhar University and graduated in 2006.

Amarkhil who had a great passion for higher education continued to pursue his master's degree in Development Management from Turin School of Development, a popular Italian University in 2018.

Language skills

In addition to the national languages ​​(Pashto and Dari), Amarkhil is fluent in English, Arabic and Urdu languages.

Official Duties

Mr. Amarkhil joined the United Nations Assistance Mission in Afghanistan (UNAMA) office in 2005 as a Public Information Officer.

In 2013, he took over the post of General Manager of Nomadic Relations at the Independent Election Commission (IEC). Amarkhil, owing to his excellent performance, was appointed as the Director of Regional Operations of the IEC in 2013. He also served with the International Foundation for Electoral System (IFES) as General Manager of Administration and Logistics.

Through his extensive work experience and excellent performance, he attracted the attention of the then President Hamid Karzai, who appointed him as the new head of the IEC Secretariat in November 2012.

Controversies arose when the presidential elections were held in 2014 and was boycotted by one candidate. To respect the people's votes and prevent the escalation of the conflict, Amarkhil resigned out in July of that year.

Amarkhil, due to unconditional love for his people, could not rest. He took advantage of the time to gather and lead his like-minded comrades and establish National Stability Society on May 6, 2015.

National Stability whose policies and procedures were not confined to language, ethnicity, religion or region, soon took root in most of the country's provinces and attracted volunteer members.

Amarkhil’s work ethics, commitment and integrity made him popular. Therefore, His Excellency President Dr. Mohammad Ashraf Ghani, on September 28, 2018 appointed him as his Senior Advisor in Public and Political Affairs.

During his tenure as Senior Advisor, Mr. Amarkhil has been assigned with a set of duties which he is carrying out with full dedication and commitment.

On March 25, 2019, based on 10th issue of presidential decree, Mr. Amarkhil was appointed as the Head of the Joint Commission for the Implementation of the Agreement between the Government of the Islamic Republic of Afghanistan and Hizb-e-Isami, a political party.

Based on Presidential Decree issue 135, in May 2019, he was assigned as a member of the Organizing Commission for the Grand Consultative Peace Jirga. By majority votes of the members, he was appointed as the First Vice-President of the Jirga. Due to his excellent leadership and managerial skills, the Jirga succeeded in setting the course and framework for the government to make significant progress in achieving lasting peace in the country.

He was also appointed as a member of the Afghanistan Cricket Board (ACB) on June 26, and soon successfully resolved the disputes that had arisen within the board.

Overseas Missions

Mr. Amarkhil served as an Election Adviser and in charge of civil affairs in Nepal with United Nations in 2007 and 2008.

Current job

Creating an atmosphere of enhanced coordination and trust between the three branches of government is a top priority of the state. To achieve this strategic priority, his Excellency Mr. President issued a decree on May 13, 2020 and assigned Ziaulhaq Amarkhil as the State Minister for Parliamentary Affairs on the basis of his social status, extensive public relations, and work ethics.

Mr. Amarkhil is also honored as the Hafiz (Memorizer) of the holy Qur’an.
