State Accountability Program to the Nation State Ministry for Parliamentary Affairs
Effective parliamentary relations, ensuring cooperation between the three power branches of the State for stability, achieving mutual trust and providing the framework to monitor Government actions for members of the National Assembly are the main responsibilities of State Ministry for Parliamentary Affairs.
Gul Badshah Majidi, State Minister for Parliamentary Affairs, addressed the people at the Government's Public and Strategic Relations Institution’s program “State Accountability to the Nation” at the Government Information and Media Center on activities and achievements of this ministry on Monday during the fiscal year 1399.
He said that the State Ministry for Parliamentary Affairs had coordinated 3515 invitations of government officials to the plenary sessions of both Houses and Standing Commissions’ meetings during 1399. 1599 of which were to Lower House and 1916 to Upper House.
Mr. Majidi also said that a total of 812 invitations of ministers and independent directors, 473 of deputies and 2230 of other level officials have been arranged to sit in the plenary sessions or standing commissions of the Wolesi Jirga.
State Minister, pointing out that the institution is responsible for organizing working meetings between members of the legislature and the executive branch under Article 16 of the Code of Conduct Law, said that the ministry has organized 14879 meetings of members of National Assembly with the first level government officials, 12906 of meetings of government and judicial high level officials are with the members of Lower House or Wolesi Jirga and 2073 meetings are with the members of Upper House of Parliament or Mashrano Jirga.
Mr. Majidi insisted that it is the responsibility of the members of the National Assembly to provide the necessary facilities to ensure the principle of representation of the people and address the problems of their clients where State Ministry for Parliamentary affairs facilitate them. In this regard, the ministry has conveyed and followed up 41958 demands, complaints and suggestions of the members’ clients in government institutions during 1399.
Mr. Majidi added that the members of the Provincial Councils, like the members of the National Assembly, have been elected on the basis of the votes of the people and are responsible for addressing the problems of the residents and clients of their provinces. According to the decree, coordination of the meetings of the members of the Provincial Councils with the government is also one of the responsibilities of the State Ministry for Parliamentary Affairs and the Ministry has arranged 335 meeting of provincial councils’ members with the top officials of the Government. The ministry has also approached to 949 demands of their clients.
He said that the State Ministry for Parliamentary Affairs has organized a number of meetings in the last one year to strengthen good coordination, recognition and good relations between the Parliament and the nominated ministers during 1399 and has sent the documents and credentials of nominated ministers and independent directors of Afghanistan Bank and National Security along with their educational certificates, national identity cards and passports. After fulfilling 19 nominees got vote of confidence, which is considered as one of the major achievements of this institution.
Mr. Majidi said that the ministry had 217,570,966 Afghanis ordinary budget and 20000000 Afghanis development budget, and has spent 84% of ordinary and 69.5 of development budget.
